There's nothing about torture games in the rule, as long as they're not too disturbing (if you have a guy cut into pieces with realistic guts lying around, that could be considered a shock image.)

That's better - it lists no names, and is just there. Something like "Torture Kieron" and more games about harassing him will lead to a warning. Shall you make more games, it will be a ban. Not you, Ming-Yan, to clear this up, anybody who (repeatedly) attacks someone.
