Not really

1. JC2 is 3rd person only, and you don't really rule the world
2. It's not a city building sandbox
3. That's spot on
4. It's a set point in time (Assumably modern day)
5. The edge of the map is open ocean and the game just tells you not to go too far
6. There is a weapon part system where you find weapon parts around the island and use them to upgrade weapons
7. Yes, if you consider you vs. the military a whole war
8. There's not really any natural disasters in the game, except thunderstorms, but those don't do anything, they're just aesthetics
