It's against the rules, since it usually ends up getting ridiculous (like when someone made progressively smaller bikinis to test the no nude skins rule, until it was just tiny triangles covering the naughty bits...) Lots of the rule changes happen when someone does something that isn't even mentioned in the rules. This isn't testing the rules, and we won't punish them with the new rule after adding it, since that would be unfair.
