I don't think you can be an official CEO until you are old enough to have a proper job in the country you live in. (I think it's 16 in some places).
Otherwise I think it counts as child labour.

There's no such thing as "Official CEO".
Anyone can be a CEO, it's just a title.
But you can't receive income from being one if you're under 18, that is.
