I don't think there are any special guidelines, however, I would not put any ecchi-like skins up.

Swastikas, gore, and animated and graphic depictions of child nudity aren't illegal.

A guy on the old site made a Hitler skin for parody purposes. If you do it to try to be HAIL HITLAH N EVERYONE B NAZIS then yeah, it'd probably get deleted, but if not... you have precedent of a sort.
