He's been flaming, but he gets on a lot. He insults members a lot, and advertises other games.
So what should I do about him? Temporary ban? Perma-ban?

If he continues and has gotten a couple of warnings, you should temporary ban him.

He's the flamer that has been flaming Buildism. He made a bunch of alts, then a bunch of other flamers joined.
