I don't get it? Hats? If it is hats then we will have to delete all the skins because most of them have custom items on them.

No, almost definitely not hats -- although maybe overlaying Apparell that are just transparent layers that fit the current skins.
I'm thinking stuff like more game slots, tools for a Toolbox that you can take into games, stuff like that.

Hats would work, the person just needs to change their skin. If the skin has a hat, don't wear that skin.
I think weapons would be more efficient as well as using currency TO sell/buy skins.
