If Kieron moved AND changed his ISP, then yes it's most likely him. But that probably didn't happen, so it probably isn't him.

He could be using his neighbor's WiFi or going to a public library or something. We'll just have to wait...
Also, sometimes those IP locator tools give you the location of the ISP's office rather than the person using the IP.

The story:
Jacob messaged me on CubeBomb near the end of 2011, saying that he will allow me to create a new account under any name, just not making it obvious. He agreed to make my IP invisible so the mods wouldn't get suspicious.
