Jacob created the wiki with Mediawiki. Wikipedia has been made with Mediawiki aswell. It does not cost money.

The wiki itself is (in a way) free. It is hosted on Buildism, which costs money to host.

he doesn't pay to make the wiki files, he pays to host it
I guess he could use a free wiki host like wikia but that looks a bit rubbish

It's more professional-looking (and convenient) to host it on the main domain.
