These people from Washington kept calling me during school. They called a few times while I was coming home. So I know it's not a wrong number. I try calling back and there is just beeping.

If the area code is 360, then they're from the same town as me.
It's probably a telemarketer, or just a wrong number call. Once we got 3 collect calls from the San Francisco Jail within 15 minutes.

It could even be someone who tried to look up somebody's name on yellowpages.com or something and came up with you or your parents' number.

yellowpages doesn't put your number or information up without your permission, you even have to pay for it.
