So I got this new Paint.Net plugin - Paradox - 05-07-2012
And what it does is add a water-like reflection effect. It's amazingly good. For example-

But...Nothing beats Photoshop!
Photoshop > Paint.NET > GIMP > MS Paint > Drawing on a piece of paper
