I have screenshot saying he quit, also he posted it in the hi/bye thread.

The rule states he has to be perm banned.
Will anyone do anything? Or will he just not get banned and break a rule?

Posting that you quit in the hi/bye thread is allowed. Posting "I'm quitting" threads is not allowed, but will only get you banned temporarily. Posting "I'm quitting" threads that also rant about the site is not allowed, and will get you banned permanently.

But he didn't post a thread, he just replied to the Hi/Bye thread, which is fine since that's what the thread is for...
