Type the username in the first bar, subject in the second, and the message in the 3rd.

Or, alternatively to Broloxer's solucion

Go onto a user's profile, and click the "show" button. Scroll down to the button which says "Send this user a private message" and click it, then simply write the subject and message.

Or you can find the user you want to message on the forums and click the "PM" box right under there siggy.
