Multiple reasons.

1) It might've been an embarrassing photo.
2) You may have decided to go active later on, so you change your photo.
3) You have to leave at the moment you think of Twitter in a while, and decide to change your photo

I'm sure there's more reasons, but that should suffice.

Login gave some of the most common reasons, but there are more:

4) You found this cool photo and want to make it your profile
5) You never really post anything on Twitter but just want to have a profile that pops up on Google

Still seems illogical to only change your picture. It's so hard you might as well write something else...

Here's why:

1. You get on twitter.
2. You go to the bathroom, leaving it open by accident.
3. Random person get on you account and changes your profile pic to something bad.
4. Account ruined.
