It gets a bit annoying.

For example someone will make a thread that says 'Hi.'

And the responder will quote that then the next guy will quote that...

Quoting is useful when there are a lot of people posting in a thread and it can be hard to tell who someone is replying to if they don't quote anyone. It's not necessary for every post, but it's easy to get into the habit of quoting someone every time you reply.

Because sometimes they don't see New Reply, or they hit Reply by accident, or they don't care.

Agreed though, it does get annoying when you get a quote mountain.
