Ignore Function for Ingame

There is one for the forum, there should be one in the ingame chat along with a filter. It wouldn't make them unjoinable, it would just make it so you no longer see what they say in the chat. It wouldn't make sense to ignore someone in the forum if they could still bug you ingame.

There should also be a filter for the chat. :0
