Chatbot (Franco) message delay

The franco chatbot thing is a neat idea, but it gets really annoying when people spam it. There should be a simple delay system whereby franco won't say anything unless a certain amount a time (say 30 seconds) has passed. Seems easy to implement.

I kind of like that he tells you when someone post in a thread, so people don't get too absorbed in the chat.

What's the point of having a chat if you are going to distract users from chatting IN the chat anyway?
