I can usually just look at it and tell if it's a non-native English speaker, or just someone being stupid. Also, looking at their past posts helps.

Internet slang includes "lol" and "st00f" and so on.

Nobody's tried that before, but if the whole post is in 1337 it would probably be considered spam, not just bad grammar. Writing certain words that way is fine.
