Wheel tool: Click on a part to place a wheel, use + and - to change the side.
Rockets: Applies velocity to whatever you weld it to, the angle of the force depends on the rocket's angle.
Fixed velocity parts: parts that contain a FixedVelocity object. They are similar to rockets except they are more stable, and the angle of the force is constant.
To place welds you have to fix (anchor) both parts, then drag them over each other and use the Weld tool.
