There is an optional "Turn on Safe Mode" feature, that is automatically on for kids under 10 and automatically off for over 10, but can be toggled by a "Parent Account" or etc. With it on, users cannot post forum posts except in Bug Reports and Suggestions and Help and cannot comment except on their own items. That's a more reasonable suggestion, but I still majorly disagree with safe chat.
