Yes, use the Arrange menu.
Move to Foreground/Background will move a part to a different layer, which will be in front of (and uncollidable with) player characters. Move to Front/Back will move it to the front or the back of the layer that it's on.
It's a good idea to avoid overlapping parts on the same layer except when necessary, since the order can get messed up when copying/pasting.
