They were potentially easy to modernize but due to corruption, it's fucked up now. I mean, if they could not been corrupted, they could have become a United States state or better yet, a Country that has a much higher GDP compared to the rest of Africa. This is what happens to a perfectly good country that gets corrupted by the government.
