Discussing illegal activities, or telling another member to do something illegal. Suicide is considered an illegal activity.

Smoking Weed = Illegal
Dealing Weed = Illegal
Discussing Weed = Legal

Slender is not discussing about dealing it to others, nor does he say he is smoking it, it is a discussion on the topic, therefore no rules are broken.
