I've come across PLENTY and PLENTY of Zombie Pigmen in the Nether, but how come I've never seen a pigman. EVER? I've seen every other mob!

Pigmen aren't in the game yet.

They are in the game but don't spawn. You have to use a mod(I think)

They've been posted as an added mob in the Wiki, if it was only planned I'm sure they wouldn't have such info on it...
