When ever I try to upload my skin it says it needs to be exactly whatever by whatever and it wont let me wear it. (I used the default skin)

You're talking about size when you say whatever by whatever right? Anyway, do you just used the default skin un-edited? Try opening it in piant.net or whatever image editor you use and save it and then try and upload it.
Other than that I have no idea.

I edited it and after it wouldn't work I tried setting the px size to 64 width and 110 height and it still hasn't worked
