I'm currently downloading HL2 and it sometimes just randomly gets suspended, why does this happen? I had a copy of HL2 already installed on my computer before, but I deleted it because it wasn't working at all and I got HL2 off Steam.

That happened to me when downloading the demo. The game still ran, but it stayed in my downloads until I uninstalled.
