Please don't lock threads due to flaming. That just means the user will have to create a whole new thread over something that was not their fault.

If someone flames, you use the warning system or try to get back on topic.

No, if a flame war is started the thread must be locked. If that user makes another thread he/she will receive a ban.

That's not the users fault - you could just as easily put the topic back on topic. I see no reason for flaming and allowing the users to get away with flaming by locking the thread. If they continue to flame, you warn them both, if they don't get the message, you ban them. I feel as if derailing a topic is something that can be back onto topic if said right.

If it's not the thread owners fault then he wont receive a punishment.

Then the thread shouldn't be locked - you could simply just delete the flaming posts.

true, you can delete any flame post. if we keep the thread open for discussion the flamers will continue to flame. lock it and it can all be avoided.
