Asia, Europe, North America and parts of North Africa vs South America, Southern Africa and Antarctica?
Scotland and Northern Ireland vs England and Wales?
Canada vs the US?
Scandinavia and the UK vs Europe?
Siberia vs Russia?
Korea vs Japan?
Those are all states.

There is no way to truly have a North and South US any more. It's more like North, South, Midwest, and West. You can't really divide anything west of the Missisippi by a north-south border like you can out East.

So, yes, they are states.
