Are they automatically banned or does the mod ban them?

No, having a hight level warning as that makes it easier to get them baanned, they are 100% warned, so that means "Dont do something stupid" and they break the rules somehow, even a minor thing, it can get them banned

A moderator will be the one that bans the user, we currently dont have an auto-ban system.
