They do not contradict each other. The UNITED STATES GOVERNMENT cannot create a UNITED STATES LAW that abridges freedom of speech.

The BRITISH GOVERNMENT allow this sorta thing as long as your intention is not to overthrow or harm.

He's left, at least for today. Anyway there's no point in it, because apparently he overlooks or decides not to read the important parts even when I'm pointing them out in all caps, bold and underline. There's no way to win an argument if your opponent is plugging his ears.
