You just require the skill in the program you use to make a song, for a new comer my guess is that it would take less than a year, maybe a few months. While a real instrument demands mental and fisical skill training for years, even then you will have to make something really exeptional for your work to be considered a masterpiece, and you talented. Not to mention concentration in real time as to play the song, adding the real time cordination with the other intruments that other people play at the same time, because you not only make the song, but people expect you to be able to play it.
What I'm trying to say is that I know it takes more than just a few clicks to make a dubstep song, but it falls short when compared to the process of making an outstanding work in what I consider my definition of talented music.
Never the less, by no means I think Dubstep is bad music, just not my taste for the reasons is posted and more.
