Yes they can.
My site, for example, just has jQuery installed, and I don't use it or JavaScript.
Also, parents might disable JavaScript, so there kids don't get pop-us and stuff.
There is no reason for anybody to have javascript disabled for every website, unless they are using a phone, and there's no reason someone would have to use their phone to register.
For blocking ads you can use adblock, or the NoScript extension, which just disables JS for specific websites.
